Press power button: One click from PSU ["Solved"]

Right, so if I press the power button, I hear one click from my PSU. Nothing else follows. If I hold down the power button for some time afterward, I hear another click. Nothing else follows.

I'm shorting the power switch with a paperclip, so I have at least eliminated a short in that regard. The motherboard light is a solid amber, same as it usually is; have tried resetting the settings but still no luck.

Things originally went awry a few days ago when my 4-year old PSU died. Replaced it with an Antec EA 650W and had it running all night without a problem. Was using the computer this morning though and it randomly shut down on me; and that brings us to the present situation.

Any suggestions where to go or what to try next would be greatly appreciated. I understand I have a large number of alternatives, but since I don't have another PSU to test with my motherboard, I'm somewhat limited.

Bit of an update. Found that I could short a few pins on the PSU 20+4 pin power connector. That gave interesting results. I could get my non-motherboard-controlled fans to spin up without issue, so that decreased my suspicion of the power supply. Another combination of shorting gave me a repeated clicking noise; I believe it was pins 4 & 16 (http://pinouts.ru/Power/atx_v2_pinout.shtml), but I have no clue what this means.

Anyway, after shorting things and whatnot, decided to plug things back in and see what happened. Shorted the power switch and the damn thing booted right back up. Now I have it sitting open, running, in the middle of the room, just wondering whether the issue is with 1) the new PSU, 2) the electrical wiring in my (old, rented) home, or 3) something else altogether unrelated.

* Also: Just found that my reset switch was backward on the motherboard. I wish I knew more about electricity, but I can't help but wonder if that would have had something to do with it. (It certainly did affect me from being able to reset via the switch, I realize.)

I'll update the title to reflect that this is "solved," but if anybody could shed some light on what may be going on, I would be grateful.
