presenting buying usb drives to my boss...

I think getting a couple usb drives (256mb) would be very useful around our iss dept. What is a good way to present this in your opinion?
 
Your boss more than likely has to have justification (to his boss) for all purchases. Write up the justification for him.

Why they are NEEDED (not "they'd be nice to have") and prices.
 
This is how I would do it:
Me: "Hey, boss, I need one of these USB drive things?"
Him: "How important is it that you get one?"
Me: "Pretty important"
Him: "OK, tell IT that you need one and I'll sign off on it"
