Is my motherboard (Abit NF7-S) fouled up or is it the processor?

Neither, resuming from disk(hibernate) is purely a function of the OS. If it doesn't work, probably some driver is stopping it.

If it did that instead of posting, then it sounds like it simply wasn't shut down, it was hibernating, instead.

This is not a Windows screen. It comes from the BIOS
