Prepaid mobile phones

Sorry if this question has been posted; I did a search and came up with nothing. Can I buy one of these things without using a credit card, i.e. with cash? Far from doing anything illegal, I want to give one as a gift and in these days of identity theft I look for every possible way to protect my own personal information. I looked on Wikipedia and there is the information below but it doesn't mention the USA:

The pseudonymity enabled by prepaid services has recently become a concern with law enforcement agencies that consider it a safe haven for criminals and terrorists. As a result, a number of countries including Australia, Germany, Japan, Malaysia, Norway, Singapore, South Africa, Switzerland, and Thailand have passed laws to require that all prepaid customers register their personal information with their mobile carrier.

Not sure about US policies, but in Canada you can just buy prepaid cards to add or even use debit for some providers. Needless to say, prepaid is a sham and is just a lower level if monthly payments.

Prepaid is not a shame if you hardly use the phone, for a year and a half, that was me. I hardly used the phone at all. You pay more per minute, I couldn't justify spending on a monthly fee for a phone I hardly use. I didn't need all the time. I would put maybe $25.00 towards the phone, every 3 months. Try doing that with a regular cell phone, you can't.
Now my situation has changed, I am on a regular cell phone plan. T-Mobile to go, served me well, when I needed it.
