(Precise version) Mouse and keyboard, not working properly

Note: I can use my computer for the first two seconds once it loads up the desktop screen, than after those two seconds, these things occur:
-My keyboard, it does send button commands to the computer. Hitting the Strt window button on the keyboard does not work, that goes for the whole keyboard.
-My mouse, I can move the mouse and see the cursor fly on the screen. I can not click on anything, drag a box, or right click (rendering the mouse useless, only to guide a white arrow on the desktop).

BEFORE 2 seconds:
-Keyboard is running properly, strt window key works and so does every other button on the keyboard
-Mouse works perfectly. I click on a folder and it highlights the way it supposed to.


Note:
I tried plugging the keyboard and mouse into seperate USB ports, but that does not work either. The results of doing switching their USB ports showed another problem. The keyboard and mouse do not load on different USB ports, as in their lights do not turn on and the mouse laser is off.

What must I do? Any help would be appreciated. Thank you.

Try starting in safe mode. Right click "My Computer", and go to properties. Click the Hardware tab, then "Device Manager". Expand the keyboards option, and right click->uninstall all devices listed. Do the same for all devices under the "Mice and other pointing devices" portion. Turn off the computer. While it's off, unplug the mouse. Start computer back up, let the desktop fully load (no HDD activity for at least 30 seconds after seeing the windows desktop), then try plugging the USB mouse in.

Let us know if that doesn't help.

I'm trying it out as I write this, but after a mistake of loading up the original desktop, I attempted to restart the computer by desktop controls before they got disabled. I was successful in hitting all the buttons for the restart, but something happened I think may be bigger than the mouse and keyboard problem. When I hit the 'restart' button (XP), the desktop icons went away like they usually would but 1/2 way into the shut down, the computer froze up and the start bar remained along with the wallpaper. If that did not make sense, I will try my best to revise.

I did what you asked SPJ, this is the results:
The desktop began to start loading it's icons but stopped 1/2 way. I see a blue circle not moving right beside my mouse. I know that circle means loading so the computer froze. I did disconnect the mouse but not the keyboard from the USB port area. I'm doing a restart.

After report:
I restarted the computer again on average settings, waited for the desktop to load for 30+ seconds (30-35 sec. wait). I do not see anything poping up on my screen nor am I seeing the laser on the bottom of the mouse turning on.

Hmm, it sounds like there's a lot of things it may be. If it's not detecting and installing the USB mouse then it might be a windows problem. Which version of windows/service pack are you running currently? Do you have another USB mouse you could borrow to try plugging in to see if windows will detect it?

Unfortunately none of the symptoms seem to eliminate either hardware or software being a possible culprit. I'm leaning more towards windows being corrupted, either by viruses/spyware or just old age.

I used Service Pack 2 until I bought GTAIV for the PC. It required an update for XP S.P. 3 to work. I did just that. I didn't have a problem like this till then.

It isn't age, these parts are about 8 months old, unless if that is old in some standard..
