Pre production server, can't RDP to server

I have a vm server2008 r2 server. For the life of me I can't seem to remote into it, I've checked the remote settings on the vm computer

I'm an admin
I've checked the firewall settings
I've checked all the services
I've checked vlan
I've checked the rdp port (it's on a different port than the default, configured via regedit)
I've looked in dns and there is a record for it
I can ping it by name, I can reverse lookup
I can not rdp to it via name or ip
I do not get the RDP login pop up

They did have me setup it months ago and as with all things it got pushed back (I think you get 3 days then it says you must activate today). We do have a license for it. I think it's MAK license but I think we only get X amount of activations with the key so I would hate to waste an activation on a pre production server that has something wonky going on it. The MS license thing confuses me someone else orders it from cdw or ingram but I'm pretty sure we only get X activations so I really don't want to waste it on a machine that may need to be rebuilt.

I've compared all the settings on this machine vs others that we can rdp into. The only difference is this machine is not windows activated yet. Would a non activated server not let us RDP to it.
