You live in IDAHO and you're WORRIED about parallel parking? I'm betting that Cour d'Alene has approximately seven parallel parking spots.
 
im guessing it has to do with demonstrating that you can pull up and park at least within 18 inches to the curb, and if its on a hill how to turn your wheels.

Possible. I was thinking even easier: parking next to a curb (ie within the correct distance from the curb, the proper distance from crosswalks and hydrants, etc).

yes, as in turning your wheels away/into the curb. im sorry, i figured that would have been implied.
