PowerStrip Refuses to "Lock" refresh rate

i did a second partiton for old games with Win98SE . . . . i am using the latest Cats for WinME (98, same thing) and cannot get my refresh rate above 60hz.
[i can set the refresh rate for the adapter . . . but not the display]

i then tried the latest version of PS and although it will set the refresh rate to 85hz at 11x8, it will always revert to 59hz [same thing at 10x7]. . . . doesn't matter if you specify custom or 'lock' or 'advanced' . . . it always reverts. :p

PS works fine with Win2k . . . . i don't even need it as the Cats will set it at 85hz @ 11x8

i'm using a 9800xt, 1GB PC 3500 [win 98 seems ok with it after messing around with virtual memory) and a P4 @ 3.31Ghz, Abit IC7g, latest MB drivers. EDIT: Oh, yeah . . . PS recognizes my monitopr - Samsung 955DF - as "capable" of a higher refresh.

Everything else seems ok . . . . same scores in 3DMark03 ~6400 . . . .

what's up? is it a Win98 thing . . . i thought ATI fixed the problem ages ago with DX8.1 and Cat 3.X

i guess i can live with 60hz . . . . for awhile . . . i am finally getting around to playing System Shock2 . . . looks pretty good with the hi-res packs . . . .for a '99 game. :)
