About a week ago I was experimenting with overclocking my Leadtek Ti4400, and got it to about 615/700, then clocked it back down to default because framerates were actually dropping at the higher speed. Today, my monitor image shrinks and grows, and my screen goes blank for about a second at a time. I check Powerstrip and my card is back at 615/700!!!

I like a lil program called riva-tuner, check it out, very easy to use, free, and has a check box to enable/disable overclocking....

I do not see how it would reduce your framerates, unless there is an exess of heat, if there is an excess of heat, then, yes, it would damage your card.

That's what my friend said, but there was no artifacting until the monitor turning off and whatnot a week later.
