Powerstrip and device latency

I am trying to use Powerstrip to adjust the latency of my TNT2 (decrease from 248 to around 80 or 64). I edit pstrip.ini in \winnt and add the [Latency] section as described, etc.. (I am 99.99999% sure the PCI device / vendor ID value I am assigning the latency value to is correct) yet when I reboot and check the latency, Powerstrip reports it as still being 248 (the default). No matter what latency I put in pstrip.ini for that particular device, the latency does not change. I am using detonator version 6.3.1, Powerstrip 2.78 and Win2k SP1. Am I putting these changes in the wrong file? I believe I'm doing everything exactly the way the FAQ mentions. If anyone has been successful in modifying the latency of their PCI devices using Powerstrip and might know what I did wrong, feel free to help.
