PowerShare problems

Help please.
My old Dell Dimension 9150 will not start. I have tried chancing the psu,- same problem. I have disconnected everything but the motherboard, but no go.
The voltages on both psu seems to be ok included trigger 5v.
The only time I see live is when the power cord is taken out and set back again. 5v is then brought to 0v ( pc lamps and fans starts for about 3sec) and it dies back to 5v.
Any good ideas?

Sounds like a grounding issue. Or the power button could be going out. Does the button still have a contact sound/feel when you hit it?

Is the other power supply you tried known to be working?

But I don't see what that has to do with the computer not turning on.

No click is heard when hitting the switch.
Will it harm anything if i shortcut (grounded) the green wire on the motherboard connector to rule out possible malfunction of the start switch?

Did it used to have a good click? I can hear it on most all power buttons I have encountered.

As for bypassing it, you can disconnect the power switch lead to the motherboard and touch the pins with a screwdriver.

have you done something to it before that.and after replacing the psu are all the front bezel wires pluged in??

AS far as I Can see the psu is started when the green wire is shortly grounded, but as soon as the psu stops the green wire returns to 5v. Who / what keeps this spot at 0v until the next pulse is given to go stop?

Before it all started the pc was left in stand by for a couple of days. Suddenly the blinking of that position had stopped and I could not start it. Removing it from the ac-outlet for a couple of minutes called it back alive (the psu) for 5-10 sec when reconnected to ac.
Both this psu and the other have ben tested outside the pc and starts when I ground the green wire but stops immediately when the grounding is removed.

Yes,-a sparecabel I use when testing equipment. The ac-outlet is also checked fine
