Powerpoint question

So I have this video inserted into a powerpoint presentation. The thing is, I have several arrows drawn into the layer above it to highlight certain key aspects of the video. However, when I play the video, the object layer above it (with the arrows in it) gets pushed behind the video. Is there a way to make that object layer stay above the video layer during playback? Thanks all.
