Powering Down with XP

When I was on Win98 and would execute a Shut Down, my computer would completely power down automatically.

Now that I upgraded to Win XP, when I execute a Shut Down my computer displays the message: "It is safe to turn off your computer" and I have to manually power down.

How can I restore the automatic power down with Win XP?
