Powerful alternatives to adobe premiere

So I shot 40hours or so of SD video. I think it is 640x480 quality. Everytime I use a freeware piece of video editing software (take your pick) it pixelates my video badly. What is out there that isn't astronomically high in price that will be able to scale my video either higher or keep the quality resolution.

The vid files are all mpeg2. I don't want to lower the quality.
 
First off, you should never work with mpeg2 video. By "work with" I mean edit. If you're going to be editing, you need to work with DV format. After you have a final, polished product, then and only then convert to mpeg2 and "author" for distribution on DVD video format.

what if his camera shoots native mpeg2? You can't always work with something that's lossless. While I agree you should always work with DV when you can't, you can't. Vegas is outstanding I edit mpeg2 in it and the results are more than decent for most things. Version 8 even has a feature that lets you edit video without having to re encode it, not sure how the hell that works, but if it does it should eliminate the "loss" so long as you stick to the same and don't try to convert mpeg to AVI or something.
 
Cyberlink is the best I could find. tried many different free and pay apps. Nothing compared to quality/performance/price.
