Powered USB Hub - should it be always on?

I just bought a powered USB hub (dlink) hoping that I could leave it plugged in and it could charge all my devices even when the computer was off... However, this doesn't seem to be the case and unless the computer is on, no power is sent anywhere....

Am I on crack to hope this worked?

I turn my D-Link on with the computer.

edit: that is- the same time as the computer.

It might not have enough power. I had a USB powered external HD that would work out of my Mobo's USB but not my hub's (which had an external power source)

I suppose the answer is likely "no" but the hub is powered. 5v, 3a, which is pretty damn powerful.

The Hub should receive a signal from the computer (when its turned on) to send power to the devices connected to it. If its off I don't believe that the hub will send power to components connected to it. Thats how I've always thought it to work.
