Powerbook G4 power management

I've yet another question about my PB G4 and its has to do with the processor. With just normal web browsing, it'll easily reach 60C at which point the fans will kick in. It'll reduce the temp to ~54C and it'll warm back up to 60C within a minute or so and then the fans will come back on and so forth. Changing the Power Preferences to "energy saving" seems to do absolutely nothing.

Are these normal temperatures? I would like to decrease the temps as they seem a bit high. Do G4 processors have a speedstep-like ability or can they be undervolted?
 
Yea, the G4 is not exactly a cool processor. The Core Duos and Core 2 Duos do not run that much cooler than the G4s did.
 
IIRC, the "energy saving" setting only works when the laptop is on battery power. When it's plugged in, it runs the CPU at full speed regardless of the setting. As a result I don't believe there's any way to force the power state when it's plugged in.
