Power users unable to download files

I created a local account on a windows 2000 machine and placed it under the power users group. However, they are unable to download files through internet explorer. The File Download window appears, but does not show any progress. I did not see a local policy to enable downloads, and the computer is not networked, nor does it have active directory, so I cannot use AD to change any settings.
