On my desktop computer, when I shut down, there is still powe rgoign to the USB devices and even mouse and keyboard (not usb). This means my optical mouse is always lit (the red laser light). Is this normal? It doesn't happen on any of my other computers.

It's a DFI PS-83bl rev-A motherboard. Thanks.

It's normal. The +5VSB line (StandBy power) is still available to the motherboard even when it is 'off'. On some motherboards you can choose in the BIOS whether the 'standby' line is powered on for external devices even when the computer is nominally 'off'.

If such an option is not available, you can also hit the hard poweroff switch on your PSU if you want to kill the power completely (or unplug the system, or hook it into a power strip with a kill switch, etc.)
