The word 'surge' can mean too little current, a high voltage on AC mains, a low voltage on DC lines, too much current drawn by a connected device, etc. The word 'context' applies. Unfortunately, many see 'surge', remember what advertising said, then recommend that bogus product.
A most probable problem is best identified by using a meter. A tool that even sells in some stores for less than $10. Ask for directions. Touch six wires. Report those numbers. Then the problem is identified without any confusion or wild speculation.
That is one game plan. Another is to just start replacing good parts until the computer works properly. Many parts inside a computer could cause your symptoms.
