Power surge on hub port!

Hi
I connected my usual android tablet(Samsung galaxy) to my laptop and I got a message saying 'Power Surge on Hub Port. A usb device has exceeded the power limits of its hub port'. I was asked to to disconnect the device and reset. I did that.

Now I am unable to use the usb port to connect the tablet. My device is Dell XPS 15 (501X) with Windows 7. I can connect a bus powered hard drive without any problems.

I googled the problem but could not find an answer.

I have done the following based on some suggestions online -

updated the drivers from Dell,
tried using a usb 2.0 power boost cable
tried using a usb hub with 4 ports

Some one suggested disabling the power notifications on the usb host controller in the device manager.I could not locate it in windows 7.

Any options at all? Has anyone had this problem and solved it?
