Power Surge = No Post, No Beeps

I know this has been covered before, but just trying to cover all the bases. I am trying to fix my dad's pc. It stopped working after an electrical storm.

When I turn it on, all of the fans spin up. The cdrom light turns on for a second, blinks, and then turns off. Nothing after this, i.e no post, no spin up of hdd's, etc. I haven't tested the power supply yet, but if it spins up the fan, does this mean it works?

Things I have tried:

removed ram - no beeps
removed ram, hdd, nic, etc. - no beeps
removed cpu and ram and everything else - no beeps

The fact that I get no beeps at all makes me think its the mb, but suggestions are highly encouraged. 🙂

Do you have another system you can try the components from the fried computer in?

Primary suspects would be the power supply and motherboard, they'd be first in line for the frying, but that doesn't rule out that other components didn't get a jolting too. Just because a PS can spin the fans doesn't mean it's in perfect working order. You'd have to test the rails with a voltmeter.

 
I can't seem to find a listing of beep codes at Intel's website. Anyone have a manual that lists them?
 
Beep codes come from the BIOS. Most systems use Phoenix or Award. Do a Google search for BIOS beep codes.
