Power Supplys keeps over heating pls hlp

I have a AMD XP 1800 I built a few years ago. I recently purchased a new X-Blade Case that came with a 450 L&C Power Supply, I noticed the system seemed unstable I checked Sandra 2005 and the sensor for the Power supply said it was 55 degrees C So I replaced it with a 400 watt Forton Source PSU that has 1 120MM fan. Seemed to run ok for about 6 months, then yesterday I replaced the Hard drive with a Maxtor Diamond Max 160 GB 7200 RPM Fdb ata 133 and I noticed the PSU was Scorching hot burned my fingers hot. I checked Sandra and it was 69 degrees C

I think I have decent ventalation with this new case it has an front 80MM fan a side 80 MM fan and a rear Pabst 120MM fan. The board runs at 34 degrees C and the processor around 44-51 at load. Also I have fairly decent cable layout, nothing blocking airflow, and round cables for ATA devices.

I am at a loss to figure why I can not keep a PSU in this machine, any suggestions will be greatly appreciated.

On both PSU the fan was spinning, but on the Forton the fan has been making quit a bit of noise. Even when the fan was working correctly the power supply always seemed warmer then it should.

As of right now I put the L and C PSU back in, the sensor shows 53 at load and goes down as low as 32 C
