Power Supply's Combined Power?

So I was thinking about building a system with XP1800, two 5400RPM (less noise) HD, a CD-RW, and a DVD-ROM. A friend said I should get at least 350W for that kind of hardware. Okay, sounds like a good advice. But looking around, I ran into this thing called "combined power" and how it's more important than the main wattage rating. So i'm now wondering... Does this really mean a 300W Sparkle FSP300-60BTV w/ 200 combined will be better than an 350W Enermax EG365P-VE with a 180 combined? Should I get the Sparkle instead?
