Is an Antec True380 enough to handle an athlon 3400+, 4 seagate 7200 rpm 200GB harddrives, an all in wonder 9800 pro, a gig of ram and two dvd burners?

4 HDs and two optical disks...I wouldn't feel compltely comfortable but I wouldnt think itd be a huge problem...might want to get the next step up though, to be safe.

I would get the Antec Neo 480W or 550W True Power.. IMO, you can never have enough juice.

Alright, I hooked the thing up and ran prime95 torture for 12 hours, and it isn't showing any signs of weakness.

I think that the whole power supply thing is overblown, you don't really need THAT much juice!

No worries at all, people way overestimate how much power they need.
Don't sweat it, Antec is a good brand, you'll be fine.
