Sorry, that's not correct.
First unplug the power supply from its 110 volt supply. Then unplug the power supply from the mobo, hard drives, floppy and everything else it's connected to.
Then plug power supply back into 110 volt supply.
Next, use a wire, paper clip, or whatever you feel safe with, to jump from a black wire hole to a green wire hole on the connector to start the ps up. If the ps fan doesn't run with this jump you have your first clue. Then you can plug a known good fan to one of the power supply cables/connectors to see if there is no power or if it's just that the ps fan is bad.
This is just a quick simple easy tests to give you a clue. If fans won't run the probablility is high that the ps is bad. Conversely you can have a fan running but still have a bad power supply.
