Power Supply with Steady Fan Rate Advise

OK, I have had it with noise from fans, not the least of which is my Antec PP412 400 Watt power supply with "smart fan" feature. The smart fan increases its speed when the temperature (somewhere) reaches some level. The increase lasts for 5-10 seconds and then drops back to the usual rate for a while. Up and down, up and down....drives me crazy. So, for an overclocked 1.6a Northwood with overclocked core voltage, memory votage, etc, what power supply will give me the 12v and 5v power that I need but keep that fan rate constant and quiet. Both Enermax and Antec are well built, but their selections all seem to have some type of self regulating fan that simply continues the noise.

I have taken apart several PSUs and not yet killed myself in the process. Of course unplugging them first helped. I think I will change the fan out for a different one or perhaps cut out the temp sensor if I can locate it.
That does seem a bit of a waste; but, this variable speed fan is a bother to me when working.
