power supply weirdness

Clif Notes: Voltages are low but it worked fine at heavy load for almost 2 weeks. I got one total lockup today right after confirming the 5 and 12 volt readings with a DMM. I want feedback as to whether to RMA it.

Less than two weeks ago I built a new PC using a Fortron 350W PSU that I got from newegg. Everything worked fine, I could run memtest fine, Prime for hours and hours, run F@H for days straight, and use all my other applications fine, never a crash or anything.
However I noticed that the MSI software was reporting low voltages on the power supply rails - 10.7 on the 12, 4.5 on the 5, and 2.8 on the 3.3 Since it was passing all the stability tests I assumed that it must be a glitch but finally curiosity got the best of me and I measured it with my DMM. I didn't measure the 3.3 (I'm a big newb at the whole power supply troubleshooting and didn't really know a good way to get the probes into the ATX 20 pin connector) but the measurements on the 5 and the 12 were exactly as in software.
Interestlingly enough, just about 10 minutes after measuring it, the computer hard locked up on me.

Here are my complete system specs:

350W Fortron PSU
MSI k7n2 delta2 - LSR motherboard
athlon 2600+ barton
2*256 MB Corsair XMS memory
64bit geforce 5200
seagate 300GB IDE drive
NEC 3550 DVD-RW drive
120mm exhaust fan (powered off mobo)

Since the voltages are so low I've a mind to RMA it and hope for a spec-on psu replacement. But I'd like some feedback from ATers first. thanks :)

i got my RMA number and will fedex it back tomorrow. hopefully the downtime won't be too long. thanks :)
