Power supply volts

So I have a Fortron 530, on my PCIe system, and I just checked the volts with a really nice multimeter, and it showed 11.25 for the 12 volt line and 4.75 for the 5 volt line. These are low enough to cause system instability and enough for an RMA correct?
 
If the voltage readings are correct, I'd do it or at the very least, contact them about it & see what they say.
 
motherboard monitor reads 10.8v, and 4.5v, or it did when the computer worked, it stopped working last night. I trust the multimeter though its a really nice Fluke multimeter, my friend won it and said its worth a lot of money.
 
I've head that anymore than5% fluctuation and you should reevaluate things and see whats going wrong. If i'm wrong, I ask someone correct me
