power supply rebuilding

Okay, here's the problem I have. I've got a philips dual deck cd copier. I only used the thing a few times and it's been sitting around since then. Now, when I go to turn it on there's no power.

I'm assuming the problem would be the power supply, but I'm not too sure on the process I would use to determine which components are faulty with something like this. I'm assuming people who rebuild computer psu's could help. I've heard the capacitors go out on these, but I'm not sure what to do. I don't want a $300 centerpiece for my tv stand.

And btw; the philips repair centers don't sell repair parts for consumer products (I'm guessing it's some kind of money-making scheme they have)
 
you'd need a lot of equipment to test the components. oscilliscope and multimeter and i'm not sure what else.

like my TV power supply is messed up, and i know what all the components are, but I don't have the tools necessary to trouble shoot. They are too expensive.

Should be pretty easy to check for a leaky capacitor though.
