Power supply question

right now i have a P4 1.6A running at 2.1 but the thing i'm worried about is if its being underpowered
in motherboard monitor it says on my 12V rail that i'm only getting about 10.something volts and 4.8 something on my 5V rail...
i'm uisng an Asus P4PE, is this too low?
how can i tell if i'm underpowering stuff?? what are some side effects?
 
It is likely it is incorrect...What is usually acceptable tolerance is +/- 5% which would be around 11.4v on the 12v rail and 4.75v on the 5v rail...

Stability may be the real sign here...low voltage will cause spontaneous rebooting, freezing and possibly some draw down in fan speeds....

Go ahead and take that system and run prime95 with some 3dmark loops and see if you can get it to fail and start rebooting.....

I have just seen to many suspect readings by motherboards to get too excited without seeing some real proof of instability...
