Power supply question

Does a power supply rating reflect its maximum capacity, or its usual usage of power? For example, does a 300 watt power supply use up 300 watts of power no matter what system components I have? Or does it only draw as much power as my system needs, up to 300 watts? I'm guessing the ladder... since it would make more sense because the power supply needs to dissipate more heat the more power hungry the system components are, right?

The reason I ask is because I want to run a low-cost linux server for personal experimentation. And one of the costs I want to keep down is electricity. So I'm wondering if I can just use an existing power supply, or if I should invest in a ultra low-powered PSU.

It only draw as much power as my system needs, up to 300 watts.

So all I need to do is to ensure that I get low power components, and I will be able to use any PSU I want and still save electricity, right?
