power supply question

i just built a p4 computer using shuttle ab48pn. But I am using a sparkle 1u 300w power supply in rackmount chassis. The 12v rail drops to 11.91v when I scroll up or down and when hard drive is activated. Also the video is slow and warbly when i scroll on internet explorer. The 5v rail sits constant at 5.2v, seems a little high almost out of tolerance (5.25v). when I let up on the mouse the voltage goes back to 12v. Could this be poor voltage regulation or what. I can hear the fan slow down when I scroll also.
