Would a lack of power from the power supply cause the motherboard to cut current to the USB hub?

are you sure xp isn't turning off the usb port to save power?
have a look in device manager usb controllers>usb root hub>properties>power management & uncheck the box!

I'll check into that tomorrow morning, but would that cause it not to identify what was being plugged into it? It keeps saying my MS Optical Wheel mouse malfunctions when I try to use it in the USB port. It works fine with the PS/2 adapter (forget old technology) and it works fine on another computer with USB.

it is a power saving feature

it fixed my usb from working intermittently(sp?) and not recognizing my mouse lol

easy enough to check though

Tried that but that's not helping. I decided that maybe there could have been an incompatibility with Windows XP so I went to Windows 2000... didn't work. Watching the optical on the mouse when it's plugged in, the optical will briefly flash once and go out. It's really starting to anger me because along with my mouse, I have my Canon A40 that uses USB to transfer pictures.
