Power Supply Problems - HELP

I had an old Skyhawk 300W ATX psu that would read a few tenths under +5V and a few tenths under +12V.

I thought it was the psu so I got an Enermax 650W ATX psu.
Here are my voltage readings:

+3.3V = 3.52V
+5V = 4.60V
+12V = 11.83V

I have an Abit KG7-RAID
a bunch of fans
IBM 75GXP 75GB ATA100 Drive
GeForce3
AMD 1.4/266 T-bird
Pioneer DVD-116S 40xCD/16xDVD
Creative Labs X-gamer 5.1 Live
Linksys NIC
ATI TV Wonder

What's the deal here?

My SKyhawk 300W mated to a Abit BH6 (440BX) is producing:

3.3V = 3.30V
5V = 5.09V
12V = 12.05V

the SAME psu on my Abit KG7-RAID:
3.3V = 3.52V
5V = 4.56V
12V = 11.83V

Problem is I don't know if its stable or not - if I run it at:
11 x 145, with DDR at Cl 2.5, with Turbo Settings, and my GeForce 3 -
Porsche Unleashed hangs 5-15 minutes into the game.

Its probably not video related, most likely RAM or CPU??

or is the psu not producing enough juice?

it's 650W though, and it's an Enermax.

I just installed an Enermax 465 last night and everything is as constant as I could wish for (running on MSI K7-Pro). I can't help, but maybe someone else ?
