Power supply problem?

I have a Shuttle motherboard with an Athlon 1.4 in it.. it also has a single 256MB DIMM, 2 IDE HD's connected, an extra fan, an SB Live!, and an ATI All In Wonder AGP. It previously worked fine with a 250W power supply. I then blew that power supply and was using one of my roommate's spare power supplies and everything worked perfectly. I recently moved and returned his power supply and purchased a 250W power supply and had nothing but problems. I tried several other power supplies but encountered similar problems, all of them 250 or 300W. The problem is that the computer will only power on and STAY on if I remove the AGP card and do NOT connect power to the hard drives (but it is fine if the IDE cables are connected). As soon as I connect power to either or both drives or insert the AGP card, I turn on the power, the fan spins up for a brief second, then the power turns off. Any ideas what the problem could be?
 
Looking at your post I would still say PSU,not all PSUs are created equal,there`re lots of poor quality ones around,I would go and buy a 350w PSU from a top quality brand like Enermax,Sparkle,Antec etc and see if that solves the problem,if not I would try booting outside of the case,if that fails then it`s possible you might have a damaged board.

For an AMD processor of that speed, AMD recommends (or requires if you believe them) a powersupply capable of providing 30 amps on the 5-volt line and a combined 180 watts simultaneously on the 3.3 and 5 volt lines.

VERY few 250 watt supplies can do that. Some can but very few have specs that meet AMD's requirements.

That said, SOME 300 watters can - mostly supplies from Antec, Enermax, Sparkle, but not necessarily every model of those - and many lesser known brands have started selling supplies that meet those specs as well but you have to look at the model number and see what the actual specs are.

Anywho, what you described (only works if you remove the AGP card, no hard drives connected) sounds exactly like an underpowered supply.
