Power supply problem?

I bought the motherboard but haven't receive it. today i try to test out the fans of empty case. I connected the cable to the fans and plug the power cord in and turn on. However, the power supply doesn't turn on. What is wrong? do i have to connect powersupply to the motherboard first before the power supply can turn on? or the power supply is broken already?
 
It shud turn on without the mobo, just with a cord connected to power it will go on. maybe its broken 🙁
