power supply or video card problem..

Purchased an evga 7600GS, agp when installed video bios screen does not show up at very first when booting system, then when windows loads, the monitor will show display, but turns to black screen (as if it is off), with the LED off, when switching tasks or running programs, when a program starts, monitor will stay this way. Is video card faulty? or not getting enough power perhaps? using a TR2 430 watt thermaltake power supply. Other cards run fine. The website says 350 watt with 18 A on 12 V,to run the video card which this has... but box says 400 W with 20A, the TR2 is 430 watts with 18 on the 12V. I started system with power going only to processor/fan, hard drive and video card with the same results

AMD athlon 64 3000 winchester
MSI K8N neo2 nforce 2 motherboard
512 MB Kingston value ram
160 GB seagate barracuda 7200.9 Sata
sound blaster audigy 2 ZS
Thermaltake TR2 430
geforce 5700 256 MB runs fine as well...

any help or insight would be great..
