Power supply or video card or combination?

Ok, so I've been trying to get my new system up and running for awhile now (no time!). It's an Asus M3N78PRO motherboard with an AMD Phenom 9600 2.3GHz 4-core and 4GB RAM plus one HDD (PATA, 80GB) and one optical drive (Asus DVD/RW, SATA).

Now, the machine works just fine running the motherboard video, and I was able to install everything, namely WinXP Pro and some basic apps. However, when I install the 9600GSO, the thing will boot into Windows 50% of the time but then cycles to "No signal" on the monitor and sits there after about 1 minute or so. Just now, it didn't even get to Windows at all. I can't tell if the computer is responsive or not.

Is the power supply insufficient? Doing some digging just now, i found that it could be the culprit, or is the card itself bad? The PSU is the Corsair 400w CMPSU-400CX, which has 30A on the 12V rail, which should be sufficient (80PLUS certified).

I need to find out if the PSU is too weak, or the card needs to be RMA'ed. Thanks!!

Sounds like a bad video card to me. The Corsair 400Watt is more than adequate for the 9600GSO. I've ran weaker power supplies than that with 9600 series cards and had no issues.
