Power Supply or other problem? (mobo?)

My 3ghz Intel machine is acting funny. Reboots on its own randomly and pretty much everytime I try to play a game now. Reformatted and did a fresh OS install of XP.
I know that random reboots can be something else besides the PSU but I'm narrowing it down to that because sometimes my PC won't boot up at all. I know this is going to sound funny but sometimes if I give it a nice swift tap on the case, it will boot up. Sometimes I have to fiddle around with the ATX power connection on the mobo to the PSU and it will boot.

So....How can I find out if its the PSU or the MOBO causing the problem? Or maybe I'm totally off here and it's something else? I noticed my 5V rail numbers seem a little low...in the bios it states 4.89-4.9....I don't remember it being so low when I first built the system.

The PSU is an antec 430 truepower. 3ghz Intel, 3 HD's, 1gig memory, 9800pro, 2 CD drives.
