power supply or mobo?

I have an ASUS p5q-e powered by a thermaltake tough power 750 watt modular.
I seem to have a problem, but im not sure which is resoponsible for the problem. When I press the power button, the machine does not power on. Nothing, no fans, etc. However on the motherboard is a power and reset buttons, which both have their LEDs lit, so the board has power.
I do note that those buttons look like they are slightly pulsing, instead of steadily on.

I did the green to black jumper on the 24pin connector, with only a fan attached to the supply, and got nothing either. im leaning toward the supply being bad, but im confused by the board having power to light the LEDs.

ideas?
Im pretty sure the thermaltake has a 5 year warranty, but the asus board i believe only has 1 (maybe 3?) year warranty.
 
are the leds on the board light up when you press the power button or all the time?

also if they are flickering/pulsing it usually indicates that the power supply is dead, from what i have seen
