Power supply issue?

Here is the problem: My P4 2.8 Ghz computer started reboot (not a cpu overheat issue CPU maxes out at 45 C) while playing a game. It got worse to the point where my computer wouldn't get past bios and would reboot. I noticed my video card fan was getting louder so I figured the fan was going bad. I replaced the fan on the card but still wouldn't work so I replaced the card. It worked fine for a while then I had the same reboot problem again. So I tried swaping parts out to troubleshoot and reboots without the cdrw and DVD drive connected. So I figured that the 350W PSU was not enough so I bought a new 550W PSU. I just installed the new PSU but it doesn't seem to work just the heatsink fan spins for 10 secs. Old PSU still works but new one doesn't. Please help I am not sure what is going on.

ATI Radeon 9250 128 MB
Windows XP Home
 
I doubt it is memory problem. The computer is running fine now without cd/dvd drives connected(drives are good). Also, I have a SATA drive and card which was installed. Running off clean install of other ATA drive now. Computer won't boot when connecting an other power connectors. It won't even go to bios. Anyone have any other suggestions?

Is there any visible damage to any of the internal components?

Also, you might want to try cleaning everything. Dust can cause all sorts of random problems. (So can lamingtons - but that's a story for another day).
