Power Supply - Is it bad?

I just purchased an Asus A7V and a ThunderBird 850.

I put them right into my old case with a 240w ATX power supply.

Using Asus' PC Probe 2.11 I get VERY frequent fluctuations of at least 15% on the +12V, +3.3V, +5V, -5V etc, etc. They dont last long, but they happen rather often. Is this to be expected, or does this indicate that my Power Supply is bad? Or that my PS simply doesn't have enough power? I am running 196MB of ram, a TNT2 ULTRA, and (trying to run) a SB Live! Value. I have a single IBM 75GXP HD, and a Creative 32x CD. I also have a Netgear FA310TX ethernet card.

Is this too much for my power supply? does the data i am receiving support a underpowered, or just bad, power supply?

Well, I went ahead and ordered an Antec 300w Athlon-Approved power supply, it was only 37 dollars at buy.com so I added a few things to the order to make use of coupons and free shipping 🙂 (Thanks Hot Deals!)
Hope this is my problem, because if it's not, this motherboard is going back, its been nothing but trouble, and Ihad such high expectations....
 
Well, I went ahead and got a new PS, Antec 300w 303x. Also just grabbed Asus Probe 2.12. In any case, everything seems to work better then ever, so something was amiss, either the PSU, AGP4x (which i had problems with) or something else. Oh well.
