Power supply gone bad?

Hey, I have an aspire 500 w power supply. First off, I know it is crap, so I don't need to be told that. HOWEVER, I recently had to RMA my video card because it would crash in the 3D games and it got worse and worse. Do you think my power supply ended up screwing up my video card (evga geforce 6800 gt). There is another factor that I am quickly moving to fix: heat. The ambient temperature at my gpu is 40 degrees idle - which is a bit ridiculous. I am working on better ventilation, but could my card have gone bad because of one of those things, (or both)?
edit: oh one more thing. my vcore gives good consistend 1.552 V, 3.3 gives consistend 3.312 and +5 gives 5.053 V, but the +12 V gives 11.43, 11.3, 11.5....inconsistent voltage which is effected by the back fan....

During idles the voltage is at 12.02-12.05, however when the screensaver comes on it fluctiates going at 11.91 for about 10 seconds, then 12.05 for 10 seconds, and back and forth... When I turn the fan on the PSU down all the way the power fluctuates pretty rapidly between 12.06 and 12.07, sometimes dropping to 12.05. When I am running a game like far cry the voltage stays at about 11.9 V pretty consistantly. I dont know, what do you guys think? I know now that the cause of the problem wasn't voltage alone because I just ran far cry for a while with no problem ( It used to crash as soon as it was done loading). Is it okay for the voltage to fluctuate as long as it is within 11.9-12.1 range?

p.s. Asus Probe is worthless. I didn't show any change for load but my good old voltmeter did.

I've got a similar issue with my 6800gt; how easy was the RMA. Was it with newegg? Did they give you any prospective dates for getting your new hardware?

Also I've got a enermax 420w psu
12v line ~12.352
5v line ~4.78
3.3v line ~3.26
vcore line~1.65

all doublechecked with multimeter
