power supply for KG7 Raid MoBo

Hi all!

I have the abovementioned MoBo that I have been using <<non-raid>>. Recently I have been experiencing problems booting up my PC (Athlon XP 1600+) and I think the problem might be with the power supply unit.

The following things happen when I connect the cables from power supply to the MoBo:
a. The cpu fan starts as I just insert the cables.
b. The cpu fan stops working when insert the (can-it-be-called-jack??) cables into MoBo, but the hard disk powers up.

The motherboard pretty recent ( 4 months old) while the chassis/ power supply unit is abt 2 yrs old (400W).

My qustions are :
a. Should I buy a new power supply unit or buy a new chassis? (From what I have seen so far; the cost difference between the two is not too much)
b. The current power supply unit is a 400 W one. Can I use 350 W or lesser for the MoBo/ CPU combination?

I would appreciate any imputs from you.

I believe that the correct term for "can-it-be-called-jack" is ATX power input connector. I have also gone through the Manual for the Motherboard on Abit's site.
 
ive been running this system on a 300w Enermax power supply for awhile, and i have no stability issues whatesover. i also have a lot of peripherals and am overclocking. check out my rig below. i also have a ton of fans blowing left and right. go ahead and get a 350w power supply just to be safe and one of those chieftec cases arent that bad either.
