Power Supply Fan

Are power supply fans supposed to run all the time? Sounds like a dumb questioned, but I never paid any attention before. I have a new Enlight 300w PS and I plugged it before I sold it to someone, but the fan did not come on. There was normal voltage coming out of the plugs, so that part of the unit is working.

PS fans should be running all the time. Some PS's have sound reduction features that reduce the speed of the fan under heat/load, but the fan should still always be running.
 
Thanks for your help. I was almost certain that they should run at all times, but never came across this issue before.
