Whats the cause of this? And what are the damages? Will it cause HD crashes?

The windings on the fan could have opened up or the power header the fan plugs into could have went out. The bearings could have froze, but you'd probably hear that coming before it actually happened. If it's under warranty, RMA it. If it's not, then just remove the PS, open it up, and stick another fan in it. If you have a DMM and know how to use it, you can ohm test the fan and power test the fan's plug. That'll quickly tell you where the problem lies.

Is it damaging? Probably not. Hopefully you're not relying on the PS fan to cool your whole sysem. If you are, then you may have other problems waiting to happen.....

Replace the fan immediately. A burned out powere supply has the potentail to take other system parts with it when it dies.

If you do replace it yourself take precautions of course. OBVIOUSLY unplug it :) I've fiddled around with everything from PSs to replacing the flyback in a CRT without electricuting myself, but it never hurts to be motherly to others online.

Probably going to have to solder the fan wires or adapt the plug, few I've opened up have used the same header you find on a motherboard. Not a big deal, just letting you know.

But yes, get it fixed asap. What skip said...

What kind of PSU is it? Some PSU's (the Enermax for instance) have a rear fan that is temp. controlled, and you must plug it in to a seperate header on your motherboard for it to operate.
