Power supply fan never stops!

I just replaced a dead power supply in an E-machine PC with a brand-new 430W Coolermaster power supply. As soon as I plugged in the power cord, I noticed the fan on the power supply starts to run (switch on the power supply is in the on position). The computer does not power up, but the fan just silently runs. I then power the computer up and it seems to work just fine. I then tell the computer to shut down and it does so - exits windows and seems to shut down fine - the CPU fan stops spinning and all. But the power supply fan (which is very quiet) continues to run. Any ideas why this is? I'm assuming the cheap E-machine motherboard is the cause, I just want to know if this is normal behavior for some computers.

it probably is a compatibility issue with the mobo. does it run forever after you turn it off, or does it stop eventually?

some power supplies comes with a feature that will cause the psu fan to keep running after you shut down the pc to cool the internals of the psu. it should shut off after a while, if not, it could be a problem.

It's not the CPU fan, it's the fan in the power supply that never stops. Even when the computer is off, the fan runs (very silently) in the power supply and does not stop.

I don't see anywhere on CoolerMaster's site that the PSU has the 'system cooling' function that Enermax and other PSU's have. The fan should not be spinning like that.
Do e-Machines use standard PSU/Mobo's? I know some systems use brand-specific parts and you can't just buy an off-the-shelf PSU and load it in.
Try disconnecting the PSU from everything (mobo, HDD, etc.) and see if it still happens. If so, it's the PSU.

I tried searching Coolermaster's site for FAQ's / KB, but got nothing useful. Then again, my 'engrish' isn't as strong as it used to be.
Try to RMA it from where you bought it, otherwise here is CoolerMaster's US contact info:

Thanks for the info. The computer works fine with the power supply. I'm just concerned when a fan never stops. Will kill the power at the surge protector when the computer is not in use.

I remember the days when I could still here my PSU fan. Or the days when I still shut my computer off....

Probably the best idea.

Surge protectors do weird things sometimes though. About 50% of the time my comp will start up when I just turn on the surge protector. This doesn't happen if I plug comp into the wall.
