power supply fan mod question

i have an antec 430X true power. exhaust fan is 80mm three wire, red,black,blue. i assume blue is tach rail. i want to replace with panaflo which has 3 pins but 2 wires. went to panaflo website & 3rd pin is described as follows: "optional third lead wire signal
(locked rotor alarm sensor, 2PPR)" does this mean i can plug in three wire connector to panaflo & use as tach rail?

No, it would be for an alarm to sound if the fan was locked. There are a few Panaflo fans that support rpm monitoring, but they're not common. There's no harm in replacing it with a fan that doesn't support RPM monitoring, you just wouldn't be able to tell how many RPM the fan was turning.
