Power supply fan and LED's not turning on?

I'm currently putting together my first PC and I'm having a problem...

When I turn the PSU on the motherboard light turns on but the Fan and LED on the PSU do not turn on, is there a switch I need to hit on it? Or is it DOA? Or what? HELP PLEASE!

Turn the PC on...
Fan and lights should turn on when the PSU is in use...
And if you don't have fan and lights, RMA...
More than likely the cords for the fan and lights aren't connected right...
And you don't want to open up your PSU and mess with it, as it's not only dangerous but will void your warrenty...

I won't open it...Actually I've figured out why it won't turn on...The PC Won't, mobo lights turn on but nothing else. I'm re checking calbes.
