Power supply DOA?

I just received an ATX power supply by mail. I plugged the main ATX connector to mobo and shorted the power button pins. Nothing happened. Measured about 4 V on one of the pins. Mobo was working when I put it on the shelf. Tried another one which was working, too. Same thing. Is the PS dead? Any other method?

By the way, on the mobo, just 1 stick of memory, and CPU.
 
Don't suppose you own a ATX power tester... 😉 (Antec sells them if you're interested)

Do you have any power LEDs on the mobo that tell when there is a valid supply?

I assume you've tried other cables, its set to 115 (for US), and any rear power switches are turned on?
 
Yes, the switch on the back is on, 115 V setting. Mobo Power Button pins have 4V across them. One of the mobo's (Epox 8 KTA+) has LED. It did not come on.

Though not an electrical engineer, I can solder some resistors and fabricate a tester. I remember reading somewhere that PS needs a load on all 3 rails. But I've always thought mobo was a good load by itself. Since PS gives 4V to Power On pins, it is not completely dead. It just does not get turned on when the two pins were shorted. Any suggestions are welcome.
